In a large skillet, heat the olive oil over medium heat.
Add the minced garlic and ginger to the skillet, sautéing for about 1-2 minutes until fragrant.
Stir in the ground turkey, seasoning with salt and pepper. Cook until the turkey is browned and fully cooked, about 5-7 minutes, breaking it apart with a spatula as it cooks.
Once the turkey is cooked, add the diced red bell pepper and shredded carrots to the skillet. Stir and cook for another 3-4 minutes until the vegetables are tender.
In a small bowl, mix the mayonnaise, sriracha sauce, and soy sauce together until well combined to create the bang bang sauce.
Remove the skillet from heat and drizzle a few tablespoons of the bang bang sauce over the turkey and vegetable mixture, stirring to combine. Reserve some sauce for drizzling when serving.
To serve, place a scoop of cooked rice in a bowl and top it with the turkey and vegetable mixture. Drizzle with the remaining bang bang sauce and garnish with chopped green onions, sesame seeds, and fresh cilantro if desired.
