Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.
In a large mixing bowl, whisk together the flour, baking powder, garlic powder, salt, and black pepper.
Add the cold cubed butter into the flour mixture. Using a pastry cutter or your fingertips, blend the butter into the dry ingredients until it resembles coarse crumbs.
Gently fold in the grated cheddar cheese and chopped herbs until evenly distributed.
Pour in the milk and stir with a fork until just combined. The dough should be slightly wet and sticky; do not overmix.
Using a tablespoon or an ice cream scoop, drop heaping spoonfuls of the dough onto the prepared baking sheet, spacing them about 2 inches apart.
Bake in the preheated oven for 12-15 minutes, or until the tops are golden brown.
Remove from the oven and let cool for a few minutes before serving warm.
