In a medium bowl, combine instant coffee, unsweetened cocoa powder, hot water, and granulated sugar.

In a glass, add milk (you can enjoy it hot or cold). If you prefer iced coffee, fill the glass with ice cubes first.
Spoon the whipped coffee mixture over the milk, creating a beautiful layered effect.
Gently stir the whipped coffee into the milk if desired, or leave it layered for a more aesthetic presentation.
Garnish with a sprinkle of cocoa powder or chocolate shavings on top for an extra touch of decadence.

Notes
You can adjust the sweetness by adding more or less sugar.
